Three groups say they will gather in Provo Wednesday evening to march for racial justice and in reaction to a Monday protest where an SUV driver was shot.

In a probable cause statement released earlier Wednesday, police alleged the accused shooter — Jesse Keller Taggart, 33, of Salt Lake City —also broke the window of another car and blocked and intimidated other drivers that night.

Taggart was at a Monday’s protest at about 8:45 p.m. when the SUV driver was “blocked by protesters” as he attempted to drive south at the intersection of University Avenue and Center Street, according to the probable cause statement. “During the confrontation,” police wrote, “a firearm was brandished and rounds were fired into the vehicle.”

The driver, a man in his 60s whose name has not been released, suffered a gunshot wound to the arm and shrapnel wounds in his eye and stomach. He drove himself to Utah Valley Hospital; his wounds are not life-threatening.

“The first shot struck the victim and as he attempted to flee the intersection in his vehicle,” according to the probable cause statement,” Taggart “chased after the vehicle and fired a second round that was found lodged in the steering wheel.”

Taggart was arrested on Tuesday night and booked into the Utah County jail for investigation of attempted aggravated murder, aggravated assault, rioting and other charges. Also arrested was Samantha Darling, 27, of Ogden, who was booked into the jail for investigation of obstruction of justice and rioting.

According to police, they have cellphone video of the shooting from “multiple witnesses.”

And videos show Taggart at another intersection where “one vehicle sped through the protesters to get away and several other protesters blocked” a second car and its “single female driver,” the statement said. Taggart is seen approaching the stopped vehicle, where he “punched the driver side window with the gun,” breaking it. The driver of the car then “forced” her “way through the protesters to get to safety,” the statement said.

Taggart and Darling are seen on video “blocking intersections with their bodies and” with Darling’s car; “participating in the protest together.” They were recorded, according to the probable cause statement, “blocking traffic and causing damage to vehicles, causing alarm to citizens and other protesters.” Taggart is also seen getting in Darling’s car, which she then drove away, it said.

Police said Taggart was “positively identified through video footage recorded at the scene, witness accounts, and physical evidence recovered at his place of residence.”
