ST. CLAIRSVILLE — Some long-awaited repairs to two Belmont County roads are being scheduled, and County Engineer Terry Lively said work should begin soon.
Lively said considerable road repair activity is set for this year. During Wednesday’s meeting of the Belmont County Board of Commissioners, the board awarded the bid for paving and a retaining wall for Colerain Pike — also known as County Road 4 — to Shelly & Sands for $779,691. The project is 74 percent funded by the Ohio Public Works Commission with a 26 percent local share.
The county has a donation of $100,000 from Equitrans, and Lively’s office will utilize about $102,000 in motor vehicle gas tax funding for the remainder of the match.
Lively said the other two bidders were Cast & Baker for $853,115.75 and NLS Paving for $794,531.08.
“The road hasn’t been paved since the early 2000s,” Lively said. “It was desperately needing repaved. We passed it over the years, of course. … We’re finally to the point of going to construction.”
He said work should begin in the coming weeks and last about one month. The area to be paved is from U.S. 250 to Ohio 647.
Commissioner Jerry Echemann said this was welcome news.
“County Road 4 has been in bad shape for a long time, and of all the things I get asked about as a commissioner, the condition of County Road 4 is one of the top,” he said. “We’re very happy we’re on the cusp of actually paving County Road 4. … Many, many people use it.”
The commissioners also awarded the bid for a slide repair on Pipe Creek Road, or County Road 54, to Alan Stone Inc. for $379,754.50. The project is 75 percent funded at the federal level, 12.5 percent by the state and 12.5 percent by an Ohio Senate bill. The winning bidder was Ohio-West Virginia Excavating for $383,166.
“That’s a 2018 FEMA project that we finally got approved,” Lively said. “That’s actually two small slips.”
Lively also reported plans to utilize an Ohio Department of Transportation purchasing contract to obtain a new backhoe for the county for $130,970.
“It’s about a $10,000 savings on this particular piece of equipment over the state purchasing contract, which is what we normally go through,” he said. His office will use both programs going forward. “We’ll see who’s got the better deal.”
A slip on Willow Grove Road in St. Clairsville from storm damage in 2019 will also be funded with about $250,000 from the state following help from Ohio Sen. Frank Hoagland, R-Mingo Junction.
“Not just in Belmont County but people all through this part of the state were having trouble getting projects funded. Some of them were being rejected, so Sen. Hoagland’s office asked me to put together a list of all the unfunded slips in this part of the state, in his district,” Lively said. “I contacted county engineers all through this part of the state and tried to put together a comprehensive list of all the slips and how much money it was going to take to do it all.”
He said the scope of work would cost close to $100 million.
“He did get some money carved out of the state budget … a couple million. He got it sent to (Ohio Public Works Commission) to add on to their normal emergency funding program,” Lively said. “OPWC was able to offer us counties a little bit of help.
“We’re finally getting the FEMA and federal highways projects from 2018 through the system,” Lively said. “It’s going to be a very busy year for construction.”
In other matters, the commissioners approved a subgrant award agreement to provide hazard pay of $10,500 to the 911 dispatch staff for continuing to work through the COVID-19 pandemic and handling a higher volume of calls during that time. Echemann commended Director Bryan Minder for seeking out grant funding.
Also, the commissioners will participate in a town hall meeting at 6 p.m. Aug. 10 at the Martins Ferry Veterans Memorial Recreation Center at 401 S. Fourth St.
